Usually, users in this blocked tab are users who have a blocked account because they have entered the maximum login or user account that has expired.

To unblock a blocked user, go to Administration menu > User Management > Blocked tab. This will take you to a list of the blocked user. Select the user and click the 'Unlock' icon (), as shown below.
